As reported on the digitalvoice mailing list. numpy changed how CPU features work which may be preventing some older machines (that are otherwise powerful enough to run RADE) from executing FreeDV. This PR forces numpy back to 2.3.x as that worked previously.
(This affects Windows, macOS and Linux AppImages only.)
